Do six year old hispanics run into racism?

My child was injured by a caucasion requiring hospital. She was made to sign a report with adults and I was never told. There was no investigation and the matter was tucked away. No protocal, laws or reporting was followed. So we change schools and then her being the only black skinned child is made to sit on her own side of the room by herself for three months until I find out. The teacher said she wanted her right up front but the other side of the class has a front row. But she was allowed to join the class on the other side of the room when two caucasion girls were absent three times. What gives? I’m beginning to think racism. If the injury had been inflicted and a caucasion sent to the hospital would a proper report and law mandates for neck up injuries have been followed? Also it is important to note that my daughter has been raved about always in every way. No behavior problems at all perfect report cards.
