Can an employer decrease my pay?

I was hurt on the job in April 2007. At the time of injury I was making $9.50/hr. About a month later I was put on light duty desk work and given a raise to $10.00/hr. I worked light duty off and on between 2 surgeries. In May I had a 3rd surgery and just got released again for light duty. When I got my paycheck today they had decreased my pay to $9.00/hr. Can they do that? They never told me they were decreasing my pay. They didn’t even want to put me back on payroll. I was told openly by the “manager” that they couldn’t “afford” to put me on payroll. But because it was a work related injury the insurance company told them that they had to offer me some work because they has in the past (for the same injury). Do the laws vary between states? Do they have to offer me light duty work? Can they lower my pay because of it?

I tended bar for 7 years before my injury. I’ve been employed there for 10 years. I got the .50 cent increase to make up for some of the tips I was loosing on top of it. I’m doing the same light duty job I have through my whole injury. My job description for light duty hasn’t changed in two and a half years. It’s just varied in when I do it and for how long.
It’s a “mom & pop” restaurant and lounge. No union, no benefits, not a chain. Just a small town “good eats” type of place.
